Description

A comforting, healthy twist on classic shepherd’s pie made with seasoned ground beef and topped with creamy roasted-garlic mashed cauliflower instead of potatoes. This low-carb version is hearty, flavorful, and perfect for a wholesome family meal.


Ingredients

  • 1.25 lbs (610g) ground beef
  • 1/2 medium onion, chopped
  • 5 large garlic cloves, minced
  • 1 medium carrot, shredded
  • 1 medium zucchini, shredded
  • 1 tablespoon olive oil (or your preferred cooking oil)
  • 1 1/2 teaspoons fine Himalayan salt
  • 1 teaspoon chili powder
  • 2 small cauliflower heads (1026g), chopped into chunks
  • 7 large roasted garlic cloves
  • 1 teaspoon fine Himalayan salt (for cauliflower)

Instructions

  1. Heat the olive oil in a large skillet over medium heat. Sauté the chopped onion and minced garlic until tender and fragrant.
  2. Add the shredded carrot and zucchini and cook for a few minutes until they begin to soften.
  3. Add the ground beef, 1 1/2 teaspoons salt, and chili powder. Cook while breaking the meat apart until the beef is browned and most of the moisture has evaporated.
  4. Meanwhile, prepare the cauliflower mash by chopping the cauliflower into small chunks and steaming until very tender and easily pierced with a fork.
  5. Transfer the steamed cauliflower to a blender along with the roasted garlic and 1 teaspoon salt. Blend until a smooth puree forms, using a tamper if needed.
  6. Preheat the oven to 350°F (175°C).
  7. Spread the cooked ground beef mixture evenly in the bottom of an 8-inch baking dish.
  8. Spoon and spread the mashed cauliflower evenly over the beef layer.
  9. Bake for about 25 minutes until heated through and lightly set on top.
  10. Optional: Sprinkle shredded mozzarella on top and broil for about 3 minutes until the cheese melts and browns.

Notes

  • Roasted garlic adds a deeper flavor to the cauliflower mash, but regular sautéed garlic can be used if needed.
  • For Whole30 or strict paleo diets, omit the optional cheese topping.
  • You can prepare the beef filling a day ahead and refrigerate before assembling and baking.
  • Leftovers store well in the refrigerator for up to 3–4 days.
